Section 183(2) in The Coal Mines Regulations, 2017
(2)No explosive, other than a fuse or a detonator shall be issued for use in a mine, or taken into or used in any part of a mine, unless it is in the form of a cartridge:Provided that in case of opencast mine, site mixed slurry or emulsion explosives or ammonium nitrate fuel oil may be issued for use or taken into or used in non-cartridge form.
