Section 222(1) in Punjab Jail Manual, 1996

(1)For the purposes of the appointment, transfer and promotion of warders and the better organisation of the warder establishment of the State, there shall be three circles, namely, the Patiala, Ferozepur, Amritsar comprising jails as mentioned below namely :
