Section 14(1) in Visvesvaraya Technological University Act, 1994
(1)The Vice-Chancellor shall be the Principal Executive Officer of the University and the ex-officio Chairman of the Executive Council. He shall, in the absence of the Chancellor and the Pro-Chancellor preside at a convocation of the University and shall confer degrees on persons entitled to receive them.
