16. Appointment.
(1)The appointing authority shall make appointment by taking the names of candidates in the order in which they stand in the list prepared under Rule 15.(2)If more than one order of appointment are issued in respect of anyone selection, a combined order shall also be issued, mentioning the names of the persons in order of seniority as determined in the selection,
