(1)subject to the control of the State Government the Commissioner of Police shall, by order,--(a)constitute such and so many Police divisions as he thinks fit, and(b)sub-divide such divisions into such and so many sections as he thinks fit, and(c)define the limits and extent of such divisions and section.
