Section 10(2) in The Punjab Plastic Carry Bags (Manufacture, Usage and Disposal) Control Act, 2005
(2)No person shall place or permit to be placed, except in accordance with such procedure and after complying with such safeguards, as may be prescribed, any bio-degradable or non-bio-degradable garbage in any public place or in a place open to public view, unless, -(a)the garbage is placed in a garbage receptacle; or(b)the garbage is deposited in a location designated by the local authority having jurisdiction in the area for the disposal of the garbage.
