Section 427(1) in Karnataka Municipal Corporations Act, 1976
(1)If, in respect of any of the matters specified in section 423, the corporation has failed to make any bye-laws or if the bye-laws made by it are not, in its opinion adequate, the Government may make rules providing for such maters to such extent as it may think fit.
