Section 23(1) in The M.P. Jan Shiksha Adhiniyam, 2002
(1)The annual plan for quality education of children aged 5 to 14 years and non-literate ordinarily residing in the habitation shall be initiated and proposed by the Parent Teacher Association in accordance with the guidelines issued in this behalf.
