Section 4 in The Orissa (State) Council of Culture Rules, 1990
4. Bodies of the State Council.
(1)The State Council shall have the following bodies, namely- (a) the General Council and (b) the Executive Board.(2)No act or proceedings of the State Council shall be invalid merely by reason of the existence of vacancies or any defects in the constitution of its bodies.
