We have already noted that this is not an adversarial litigation but a plea of persons who are affected by silicosis. The State wants to ensure that medical facilities are available to such persons to ameliorate their health problems. In pursuance of that the learned Advocate-General informs the Court that on 21st September, 2017 a health camp will be organized in Goaldaha Harekrishna Free Primary School in Minakhan block. He informs the Court that a portable X-ray machine would be available at the health camp to examine the patients. If it is not possible to have a portable X-ray machine, the State would take all the necessary steps for the conveyance of those affected by silicosis to the nearest health centres.
However, the learned Advocate-General points out that the experience of the State has been that not many people affected by the silicosis turned up at these health camps in the past and he, therefore, submits that the Petitioners should co-operate with the State to ensure that medical assistance is rendered in an appropriate manner to the patients suffering from silicosis.
The learned Advocate-General further states that after the Durga Puja this year, the State would hold four more camps in the other blocks and the schedule for holding such camps would be intimated to the Petitioners. The State shall inform Respondent No.7 the schedule of the camps to be held in advance. Representatives of Respondent No.7 shall attend the health camps which will be held on 21st September, 2017 as well as future medical camps organized by the State.
A further grievance regarding non-availability of oxygen cylinders would be taken care of by the State for those who require them on a priority basis.
We expect the Petitioners who are facing dire consequences due to silicosis to co- operate with the State so that medical assistance can be rendered to them.
