Section 4(4) in Haryana Air (Prevention and Control of Pollution) Rules, 1983
(4)The Chairman shall have full powers in the matters of appointment, promotion, confirmation, transfer and termination of service of the officers and employees of the Board, maximum stage of whose pay scale does not exceed Rs. 2000. For officers and employees where maximum stage of pay scale exceeds Rs. 2000 all such powers shall have vest in the Board.
