Section 90(2) in The Orissa Motor Vehicles Rules, 1993
(2)Unless the permit has been endorsed as provided in Sub-rule (1) or unless the alteration has been approved by endorsement by the countersigning authority, the counter signature on a permit shall not be valid in respect of any new vehicle.
