All Printing Presses attached to daily newspapers publishing more than one edition shall be exempted from the provisions of sub-section (1) of Section 58 of the Act subject to the condition that the system of overlapping shifts is duly approved by the Chief Inspector of Factories before hand and no worker is made to work more than nine hours a day subject to forty-eight hours a week as provided under Section 51 of the Act.
