Section 54(1)(d) in The U.P. Habitual Offenders' Restriction Rules, 1957

(d)Ex-State Pass. - (1) A pass may also be granted to a settler in Form XII by the Inspector-General for proceeding to a place outside the State and staying there for any period. This pass shall be granted by the Inspector-General after consulting the Inspector-General of Police, Uttar Pradesh.
