Section 38(4)(a) in The Punjab Liquor Licence Rules, 1956

(a)The licensee shall sell [foreign liquor including beer, wine and ready to drink beverages] [Substituted vide Punjab Government Notification No. G.S.R. 24/P.A. 1/14/Sections 31, 32 and 58/Amd. (160)/2004 dated 29.3.2004.] in retail for consumption on the premises only to person taking meals in the licensed premises.
