Section 65(1)(a) in The Bihar (Coal Mining) Area Development Authority Act, 1986

(a)remove, pull down, or after any building or other work in the area included in the scheme which is such as to contravene the scheme or in the erection of which or carrying out of which, any provision of the scheme has not been complied with;
