Section 2(b) in The Andhra Pradesh Prevention Of Dangerous Activities Of Communal Offenders Act, 1984
(b)"Communal offender" means a person who, either by himself or as a member or as leader of a gang or an organisation commits or attempts to commit or abets or incites the commission of offences punishable under section 153A and section 153B of the Indian Penal Code(Central Act. XLV 1860), or under Chapter XV of the said Code.
