Section 5(2)(ii) in The Punjab State Agricultural Marketing Board (Group-A) Service Rules, 1988

(ii)The Medical Board referred to in clause (1) shall be constituted by the Director, Health Services Punjab and shall comprise not less than three duly qualified doctors who are in the service of Government of Punjab.
