Section 2(v) in Bihar Minerals (Prevention of Illegal Mining, Transportation and Storage) Rules, 2003
(v)"Transit pass" means a Transit pass issued by the Competent Officer for lawful transportation of any raised or stocked mineral in accordance with the provision of the M.M. (D. and R) Act and Rules made thereunder, by a carrier.
