(8)to classify fairs and festivals, other than those that are or may hereafter be managed by the State Government as fairs, Gram Panchayat, Kshettra Panchayat as Zila Panchayat fairs and festivals for purpose of management and control by Gram Panchayats, Kshettra Panchayat and Zila Panchayat respectively.
