Every postal article intended to be transmitted by post as value payable postal article shall be presented at the post office with a printed form, prescribed by the Director General and obtainable at the post office, in which the sender shall specify the sum to be remitted to himself, fill in the required entries in ink and sign the declaration required by rule 105.
