Section 4(3)(a) in Motherhood University Act, 2014

(a)The main campus of the University shall be at Roorkee, Uttarakhand. It may also have Campuses or regional centers, study centers at other places provided that the procedures established by the UGC and other statutory bodies shall be complied with. The University can open its second campus within the State after 5 (five) years of its coming into existence with prior approval of the State Government. The University can open other campuses any time in a hill region located at an altitude greater than 2500 feet without any time limit,
