Section 28(1) in The Delhi Narcotic Drugs Rules, 1985
(1)The Administrator may declare any place to be a warehouse wherein it shall be the duty of the owner to deposit all such poppy straw as is legally imported inter-State and is intended for export inter-State or export from India. The order declaring a place to be a warehouse shall specify the arrangement for safe custody of such poppy straw warehouse and the conditions for the removal of the same for export inter-State or export from India.
