Section 29 in The Meghalaya Employees' State Insurance Courts Rules, 1980
29. Right to begin proceeding.
- The applicant has the right to begin the proceedings unless the opposite party admits the facts alleged by the applicant and contends that either in point of law or on some additional facts alleged by the opposite party, the applicant is not entitled to the relief which he seeks, in which case the opposite party has the right to begin.
