Section 17(1) in The Chhattisgarh Municipal Services (Scale of Pay and Allowances) Rules, 1967
(1)Where "the emoluments for fixing pay" of an employee arc below the minimum of the new scale applicable to him, he shall be placed at the minimum of the new scale.
