Section 12(1) in The U.P. Rice and Paddy (Levy and Regulation of Trade) Order, 1985
(1)Every licensed miller or licensed dealer shall sell to the State Government at the notified price sixty per cent of any paddy in stock on the commencement of this order or received by him thereafter and remaining unconverted into rice, khell, laiya or choora within three months or such extended time as the Controller may, in special circumstances allow:Provided that in case time is extended beyond three months, the Controller shall make a report of the order extending time to the State Government, who may vary, amend or rescind such order:Provided further that no levy shall be imposed on any stock of paddy, purchased or otherwise acquired in respect of which levy in accordance with this sub-clause has been imposed and paddy delivered to the State Government:Provided further that no paddy shall remain unmilled with the millers at the end of the marketing season in which the paddy has been purchased.
