Section 11(1) in Presidential And Vice-Presidential Elections Rules, 1952
(1)The Returning Officer or such Assistant Returning Officer as may be specified in this behalf by the Election Commission shall conduct the poll at each place of polling. Every such officer is hereinafter referred to as the presiding officer.
