ORDER:
The Writ Petition has been filed under Article 226 of the Constitution of India seeking the following relief:-
"...to issue writ of Mandamus declaring the action and inaction of the respondent police in not registering an FIR/Zero FIR on the petitioners complaints as illegal arbitrary and unconstitutional and consequently directing immediate registration of FIR/Zero FIR directing an independent investigation by the CBI or a Courtmonitored SIT directing recovery forensic examination and preservation of all electronic and physical evidence including wireless solar PTZ CCTV cameras with on board memory cards and digital data directing the police to take appropriate coercive steps in accordance with law including arrest and production for judicial remand granting immediate police protection and witness/victim protection monitoring the investigation initiating action against erring officers awarding compensation and pass such other order(s)..."2
2. Heard Sri Sreerangarajula Gopinath, party-in-person, and the learned Assistant Government Pleader for Home.

Sri Sreerangarajula Gopinath, party-in-person and a practicing advocate, submits that on 02.02.2026 he submitted a complaint running into four pages to respondent No.4, but the said complaint was neither acted upon nor registered as a cognizable case, despite the averments in the complaint disclosing the commission of cognizable offences.
4. Sri P. Ajay Babu, learned Assistant Government Pleader for Home, on written instructions, submits that nearly seven cases have been registered against the petitioner by several persons and the said cases are pending for investigation. He further submits that two police personnel in the cadre of Head Constable have observed that no such occurrence had taken place.
5. The petitioner submits that a mob of nearly 200 people had trespassed into his land and committed several offences, including an attempt to murder. The petitioner has not submitted any written complaint to respondent No.6; however, he claims that he made several calls to 100 informing the police about the commission of the alleged cognizable offences.

Be that as it may, when a complaint dated 02.02.2026 is submitted to respondent No.4, respondent No.4 ought to have issued appropriate directions to respondent No.6 to act upon the said complaint, either by conducting a preliminary inquiry or by registering a crime, if the contents of the complaint disclose the commission of a cognizable offence. 3

Considering the facts and circumstances of the case, respondent No.4 is directed to act upon the complaint dated 02.02.2026 submitted by the petitioner within a period of two (02) weeks from the date of receipt of a copy of this order. If the complaint dated 02.02.2026 is not available with respondent No.4, the petitioner is permitted to submit the said complaint within a period of two (02) weeks from the date of receipt of a copy of this order. Upon such submission, respondent No.4 shall act upon the said complaint. Respondent No.4 is also directed to take necessary steps for the preservation of evidence, if any, available at the alleged scene of offence. Respondent No.4 is further directed to take appropriate steps for the protection of the life of the petitioner.
8. In view of the above, the Writ Petition is disposed of. There shall be no order as to costs.
As a sequel thereto, miscellaneous petitions pending, if any, shall stand closed.
