Section 9(a) in Jammu and Kashmir Juvenile Justice (Care and Protection of Children) Rules, 2014
(a)hold its sittings in the premises of an observation home or, at a place in proximity to the observation home or, at a suitable premise in any institution established/constituted under the Act, and in no circumstances shall the Board operate from within any Court premises :
