(3)Such Fund shall be applied for carrying out the purposes of this Act, in accordance with such rules as may be prescribed by the Government in this regard:Provided that the Government may apportion such monies from the Fund to support the reasonable expenses of a Good Samaritan in accordance with section 14 of this Act;
