Section 224(c) in The U.P. Municipalities Act, 1916
(c)with the previous sanction of the State Government, grant to any person or company a licence to supply water within [municipal area] [Substituted by U.P. Act No. 12 of 1994.] and for this purpose to lay down mains and pipes, construct water-works and do all other necessary acts or things; and
