Section 16 in The Tamil Nadu Home Guards Act, 1963

16. Member of the Home Guard toe public servant.

A Member of the Home Guard acting under this Act shall be deemed to a public servant with in the meaning of section of 21 Indian Penal Code (Central Act XLV ofl860)
