Section 15(i) in The U.P. Co-operative Societies Employees Service Regulations, 1975
(i)No appointment shall be made except in the manner provided for in the Regulations hereinbefore. Where recruitment through or with the approval of the Board is provided for in Regulation no. 5, no appointment shall be made except of the candidate and in the order mentioned in the list communicated by the Board.
