Section 439(1)(a) in The Madurai City Municipal Corporation Act, 1971

(a)When any by-law has been made under this Act, such by-law shall be published in the Tamil Nadu Government Gazette in Tamil and English. A by-law shall come into operation three months after it has been published as aforesaid;
