Section 11(i) in The Orissa Panchayat Samiti Budget Rules, 1969
(i)the estimate of receipt is exhaustive and cautions and provides for collection of the entire taxes and loans outstanding and those falling due during the Budget year and also due account is taken of all receipts from all sources;
