Section 64(2) in The West Bengal University of Health Sciences Act, 2002
(2)A person who-(a)is of unsound mind and stands so declared by a competent court;(b)is an undischarged insolvent;(c)is convicted for an offence involving moral turpitude;(d)is a registered graduate of any other University established by law in the State of West Bengal;shall not be qualified to have his name entered in the register of graduates, or be a registered graduate, of the University.
