Section 5(2) in The Rajasthan Molasses Rules, 1985
(2)On receipt of an application under sub-rule (1) the District Excise Officer may make such inquiries as he deems necessary and if he is satisfied that three is no objection to grant the licence applied for, he may, grant a licence in Form M ill on payment of a fee of rupees fifty in advance and shall fix the total quantity of molasses which the licensee may be allowed to sell during the period of the licence.
