Notices meant for all Central and State Government Department, Public Officers, Organizations belonging to Central or State Governments or such Authorities as are covered by Article 12 of the Constitution of India, and whose offices or places of work arc situated in the State of Chhattisgarh shall ordinarily be served upon them by the party directly in the manner here in above prescribed. Only in exceptional and rare cases, notices upon these Government Departments or Public Offices etc. shall be served through the agency of the Court.
