28. Delegation of powers by the Government.
(1)The Government may, by notification, authorise any officer or authority subordinate to them to exercise any one or more of the powers vested in them by or under this Act, except the power to make rules under any of the provisions of this Act, and may in like manner withdraw such authority.(2)The exercise of any powers delegated under sub-section (1) shall be subject to such restrictions and conditions as may be prescribed or as may be specified in the notification, and also to control and revision by the Government or by such officer or authority subordinate to them as may be empowered by them in this behalf. The Government shall also have power to control and revise the acts or proceedings of any officer or authority so empowered.
