The words "Provincial Government" were originally substituted for the words "Local Government" by para. 4(1) of the Government of India (Adaptation of Indian Laws) Order, 1937, and there after the word "State" was substituted for the word "Provincial" by para. 4(1) of the Adaptation of Laws Order, 1950.
