Section 15(4) in West Bengal Yoga and Naturopathic System of Medicine Rules, 2015
(4)The Council may by the 15th of October of the year for which an estimate has been sanctioned cause a supplementary estimate to be prepared and submitted to it. Every such supplementary estimate shall be considered by the Council in the same manner, as if it were an original annual estimate and forwarded to the Government for approval by the 15th of November of the year. No expenditure shall be incurred by the Council which is not provided for in the budget or in the supplementary budget estimate.
