Section 23(b) in Homoeopathy Central Council (Election) Rules, 1975
(b)any member at the meeting shall be entitled to propose a name of any member present, and such proposal shall be required to be seconded by a member other than the proposer or the one whose name is proposed; Provided that one member shall be entitled to propose or second only one name;
