Affidavit of service filed in Court today be taken on record. Having heard the learned advocates for the parties and upon perusing the instant writ petition, it appears that the instant writ petition has been rendered infructuous by efflux of time. The matter is also squarely governed by the ratio of the decision rendered by another Bench of this Court in Kaljani Group Samity & Anr. vs. State of West Bengal & Ors., report in 2006 (3) CHN 475.
As such, no mandatory direction, as prayed for, can be passed in the matter and the writ petition stands disposed of accordingly.
