Section 27 in The Actuaries (Election To The Council) Rules, 2008
27. Decision of the Returning Officer to be final .-Unless otherwise provided in these rules, the decision of the Returning Officer, in all matters pertaining to conduct of election and the procedure followed for such matters which are not specifically mentioned by these rules, shall be final.
Explanation.-For the removal of doubts, it is hereby declared that the conduct of election shall include the process of counting of votes and declaration of results.
