(1)No case oil vessel shall discharge under the foregoing rules any petroleum into a lighter unless such lighter is capable of being cleared and unloaded into a storage shed at Budge Budge between sunrise and sunset :Provided that every such lighter shall be duly licensed for this purpose by the Commissioner's Boat Surveyor;Provided further that no lighter loaded with petroleum shall be detained overnight at Budge unless specific permission in writing to that effect is first had and obtained from the Director, Marine Department.
