(1)The Visiting Committee should meet once a quarter. The Superintendent should send notice of the meeting to all the members at least seven days before the day fixed with a statement of any special matters which under these rules requires the consideration of the Committee and are to be laid before them at the meeting for which notice is issued. No special matter of which notice has not been given under this rule should be considered at a meeting except with the sanction of the Chairman and the unanimous consent of all the members present.
