24.
Every student shall attend seventy-five per cent of the lectures in each subject to entitle him to a certificate of attendance, provided that no certificate of attendance shall be granted to a student unless he has satisfied the authority or authorities responsible for granting the certificate or certificates that his progress has been satisfactory and until he has paid all demands due from him.
