408. Procedure for payment of hired carriage.

- Hired carriage will not ordinarily be required to proceed beyond the limits of the next civil district on the route. Except in cases of emergency, such as the breaking down of carriage, the death of cattle, etc., carriage is not to be exchanged save at such stations as may be fixed by District Officer, but this does not preclude the discharge of cattle at any intermediate point with the consent of the owner.The hired carriage will be paid for at the authorised local rates from the date on which it is engaged for the march to the date of its discharge, both inclusive. Half hire will be paid for return journey from the exchanging station to the place where the carriage was engaged. If the carriage is taken beyond the exchanging station, full hire will be paid for return journey from the place where carriage is released to the place where it was engaged without any allowance for halts. If the carriage has to be collected before the date on which it is required, the civil authorities will inform the indenting officer of the time required for collection before the start, and the probable extra expenses that will be incurred. Carriage, which ordinarily plies for hire and is on the list to be kept by the District officer will first be called upon and the balance will be made up by impressment. Carriage indented for in excess of requirements, and discharged, will be paid for at the full hire rates for each day or part of a day for which it is retained. If carriage is declared unserviceable through deliberate fault or culpable negligence of the cartman by a committee of officers (which will include the civil officer), it will not be paid for. When cart carriage can only be procured with difficulty, it will be supplied for that portion of the baggage, which the indenting officer certifies as being unsuited for pack transport, the balance being made up by the equivalent in such pack animals or such other kind of transport as may be available.
