(2)It shall also be within the competence of the Registrar, before registering a society, to make such additions or alterations in the draft bye-laws, submitted with the application, for registration as he may deem fit provided that the written consent of two-thirds of the applicants is obtained to such additions or alterations.The rule empowers the Registrar to make certain alterations in the draft bye-laws when submitted to him for registration. But the alterations are subject to the approval of two-thirds majority of the applicants.
