Section 15 in The Orissa Factories Rules, 1950

15. Cleanliness of walls and ceilings.

(1)Clause (d) of Sub-section (1) of Section 11 of the Act shall not apply to the class or description of factories or parts of factories specified in the schedule hereto :Provided that they are kept in a clean state by washing, sweeping, brushing, dusting, vacuum-cleaning or other effective means :Provided further that the said Clause (d) shall continue to apply -
(i)as respects factories or parts of factories specified in Part 'A' of the said schedule. To work-rooms in which the amount of cubic space allowed for every person employed in the room is less than 500 cubic feet;
(ii)as respects factories or part of factories specified in Part 'B' of' the said schedule, to word-rooms in which the amount of cubic space allowed for every person employed in the room is less than 2,500 cubic feet;
(iii)to engine houses, fitting shops, lunch-rooms, canteens, shelters, creches, cloak-rooms, rest-rooms and washplaces; and
(iv)to such parts of walls, sides and tops of passages and staircases as are less than 20 feet above the floor or stairs.
(2)If it appears to the Chief Inspector that any part of a factory, to which by virtue of Sub-rule (1), any of the provisions of the said Clause (d) do not apply, or apply as varied by Sub-rule (1), is not being kept in a clean state, he may by written notice require the occupier to whitewash or colourwash, wash-paint or varnish the same, and in the event of the occupier failing to comply with such requisition within two months from the date of the notice, Sub-rule (1) shall cease to apply to such part of a factory, unless the Chief Inspector otherwise determines.
